Ozie Stallworth
North Carolina Department of the Secretary of State - Director, Electronic Notarization and Notary Certification and Filing

Mr. Stallworth, the 2020 recipient of the North Carolina Governor's Award for Excellence in Innovation and Efficiency arguably has more experience in the unique area of eNotarization than any other individual in the country and easily qualifies as the nation’s foremost expert on eNotary policies, procedures and implementation and is the Department’s resident expert on eCommerce.
Among his many accomplishments in the field of eCommerce is launching the North Carolina eClosing Initiative after successfully overseeing the execution of the first electronic mortgage closing in the history of North Carolina. The first electronic recording of a plat in the nation also was completed under his direction in addition to directing the efforts of the Secretary of State’s office to promulgate rules for electronic notarization and electronic recording, resulting in nearly 90% of the state’s population having access to electronic recording; and organizing the first international conference on electronic notarizations and electronic apostilles with the Hague Conference, the International Union of Latin Notaries and the National Notary Association (NNA).
Stallworth served on the North Carolina Office of the State Controller’s Digital Signature Higher Assurance Work Group to procure an enterprise eSignature solution (DocuSign) for use by state and local government agencies, and routinely consults with officials within state government, principals in the business community as well as trade association executives on electronic signature laws, practices and policies.
He also developed the Secretary of State’s Continuing Legal Education Series where he develops and presents courses on eCommerce and notary subject matter as a means to educate the state’s legal community on the laws governing electronic commerce. Stallworth also regularly teaches notary and electronic notary courses at Wake Tech Community College and North Carolina State University.

Christopher (Kit) Anderson
Kit Anderson is a Vice President and State Underwriting Counsel for Chicago Title in the Charlotte office. He received his undergraduate degree in 1999 from Wake Forest University, Winston-Salem, North Carolina and his JD from the University of Georgia School of Law, Athens, Georgia, where he became a published writer and graduated cum laude in 2004. Kit’s prior experience in private practice with a law firm in the Charlotte area had a concentration in the areas of residential and commercial real estate. He has been a member of the North Carolina State Bar since 2004 and with Chicago Title since 2006.

Andrea Davis
Andrea is Vice President and State Counsel in the Greensboro office. Before joining Chicago Title, she was a litigator and general civil practice attorney. In private practice, Andrea handled a variety of matters, including real estate transactions, family law, estates, and creditors’ rights. Andrea is a Greensboro native, graduating from UNC Greensboro with a Bachelor of Arts in Psychology, and receiving her Juris Doctor from Elon University School of Law. She is licensed and has practiced in North Carolina and Florida. Previously, Andrea served as President of the Elon Law Alumni Association, President of the North Carolina Creditors Bar; and serves as an adjunct professor at Elon University School of Law coaching moot court students in appellate advocacy. Andrea is a member of the North Carolina and Florida Bar Associations, as well as the Real Property Section of the North Carolina Bar. Outside of the office, she loves spending time with family and friends exploring all the world has to offer.

Nancy Ferguson
Nancy Ferguson is a Vice President and Senior State Underwriting Counsel for Chicago Title in the Greensboro office as well as North Carolina State Counsel for the FNF Family of Companies.
Nancy has served as officer and on multiple committees of the Real Property Section of the North Carolina Bar Association, as President of the North Carolina Land Title Association, President of the Greensboro Bar Association, Chair of the Greensboro Bar Association Real Property Section, as 18th Judicial District Councilor of the North Carolina State Bar, as a member of the Real Property Law committee of the North Carolina State Bar Board of Legal Specialization and is a member of the American College of Real Estate Attorneys (ACREL) and the American College of Mortgage Attorneys (ACMA). She is North Carolina co-editor of the ALTA Title Insurance Regulatory Survey. Nancy is a co-author of North Carolina Real Estate, With Forms 3d Edition (Thomson-Reuters, West Publishing).
Nancy received her undergraduate degree in 1980 and her JD degree in 1983 from the University of North Carolina and her Master’s in Business Administration in 1996 from Wake Forest University. She is a North Carolina State Bar Board Certified Specialist in Real Property Law: Business, Commercial, Industrial and Residential.

Adam Hall
Adam L. Hall is a Vice President and State Underwriting Counsel for Chicago Title in the Winston-Salem office. He received his undergraduate degree in 2005 from the University of North Carolina at Charlotte, his MA in Latin American History from the University of North Carolina at Charlotte in 2009, and his JD from Elon University School of Law in 2014. Prior to joining Chicago Title, he was a partner at Browder, Overby, Hall & Michaud, P.A. in King, North Carolina where he focused on residential and commercial real estate.

Scott Mansfield
Scott Mansfield is Vice President and State Underwriting Counsel in the Charlotte office with a focus on commercial and residential business development. He is also responsible for business development in the Charlotte National Commercial Center which services attorneys and clients doing business outside of North Carolina. His prior experience in private practice had a concentration in debt finance. Scott has been with Chicago Title for over 20 years and his experience and knowledge span the full spectrum of commercial and residential real estate. He received his undergraduate degree in 1994 from Dartmouth College and his JD in 1998 from the University of North Carolina at Chapel Hill.

Rob Markworth
Rob Markworth is a Vice President and State Underwriting Counsel for Chicago Title in the Durham and Raleigh offices. He received his undergraduate degree in 1990 from the University of North Carolina at Charlotte, his MA in Economics from Indiana University and his JD from the University of North Carolina at Chapel Hill. His prior experience in private practice includes a concentration in commercial real estate development and general corporate matters. He has been a member of the North Carolina State Bar since 1998.

David Milling
David Milling is a Vice President and Agency Underwriting Counsel for Chicago Title. David received his undergraduate degree from New York University and his JD from Tulane University Law School. He has worked in the title insurance industry since 2011, previously serving as underwriting counsel for Chicago Title in the Charlotte office and for another national title company. His prior experience in private practice includes a concentration in commercial real estate development and finance transactions. David also speaks about mental health topics for the legal profession on behalf of the North Carolina Bar’s Lawyers Assistance Program, and he continues to volunteer for Mental Health America of Central Carolinas (MHA) after serving on the MHA board for six years. In his spare time, David composes music and plays piano/keyboards for the Contemporary Band at Christ Episcopal Church in Charlotte.

Bob Slugg
Bob is a Vice President and State Underwriting Counsel in the Wilmington office. He received his undergraduate degree in 1989 from George Mason University and his JD in 1993 from the George Mason University School of Law and Economics. Bob has practiced real estate law in various capacities since graduating from law school, including agency counsel for a large insurance company, as in-house counsel for a medical company, community association litigator and as a commercial and residential settlement/title attorney. As principal of his own firm, he focused on commercial and specialty real estate, including foreclosure and U.S. forfeiture properties, as well as estate planning and business. In his last position before joining Chicago Title, Bob managed a group of closely held business and real estate asset managers for the trust department of a large regional bank.
